Quick answer
Raleigh has no bathroom-specific page; its How to Get a Residential Permit chart lists "renovations to rooms inside the home: kitchen, bathroom, bedroom, living room, etc." under Alterations + Repairs, which need a Residential Building Alteration/Repair permit (covering any plumbing, mechanical and electrical work) but no plans. Raleigh's Permits - Residential page applies North Carolina's $40,000 exemption: work costing $40,000 or less in a single-family home needs no permit unless it involves load-bearing structures or certain plumbing, heating and cooling, electrical, roofing or Fire Code work. So retiling, vanities and like-for-like fixture swaps under that figure are exempt, while relocating fixtures, new circuits, a new exhaust fan or removing a wall need a permit.
Typical threshold: cost of the remodel in a single-family residence, where no load-bearing, plumbing-design, HVAC or electrical work is involved.

What a bathroom remodel permit costs in Raleigh
How to apply in Raleigh
In Raleigh, a bathroom remodel that creates a new bathroom or touches its plumbing, wiring, or walls needs a building permit application, typically filed as separate building, electrical, mechanical, and plumbing permits submitted together and backed by a floor plan showing the fixture layout. A simple like-for-like fixture swap with no other work is often exempt.
What most bathroom remodel permit applications include:
- Creating a new bathroom or toilet room, or altering, moving, or replacing a plumbing, electrical, gas, or mechanical system as part of the remodel, is regulated work that requires a permit before work starts, usually filed as separate building, electrical, mechanical, and plumbing permit applications submitted together (IRC R105.1).
- For Raleigh, the permit application itself must identify and describe the work, describe the site, state the intended use, be accompanied by construction documents, state the valuation of the work, and be signed by the applicant or their agent (IRC R105.3).
- Those construction documents have to show the location, nature, and extent of the proposed work, which in practice means a scaled existing and proposed floor plan showing every fixture, outlet, switch, and vent fan, including the code-mandated clearances around fixtures such as the water closet (IRC R106.1.1; R307.1 fixture clearances).
- For Raleigh, a bathroom needs ventilation: mechanical exhaust ducted to the outside where the required openable window is absent, sized in the range of 50 cubic feet per minute intermittent (IRC R303.3; M1505).
- New or relocated bathroom receptacles must be ground-fault circuit-interrupter protected (IRC E3902.1 / NEC 210.8(A)(1)).
- Tub and shower walls have to be finished with a nonabsorbent, waterproof surface extending to a minimum height above the floor (IRC R307.2).
- Routine maintenance items such as towel bars, mirrors, paint, or floor coverings done alone are commonly permit-exempt, but that exemption ends once the work relocates fixtures or opens up wiring, piping, or walls, so a like-for-like fixture swap should be checked against the local exemption list rather than assumed (IRC R105.2).

- Can a homeowner pull a bathroom remodel permit themselves in Raleigh?
- Under North Carolina law (N.C. Gen. Stat. 87-1(a), 87-1(b)(2), 87-14(a)(1), 160D-1113, 160D-1115): A North Carolina homeowner may pull the permit and do the work. G.S. 87-1(a) reaches general contracting only where the cost of the undertaking is $40,000 or more, and G.S. 87-1(b)(2) then exempts a person who constructs or alters a building on land that person owns, provided the building is intended solely for occupancy by that person and his family after completion and the person complies with G.S. 87-14. There is no outright ban on selling, but there is a look-back that works like one: if the building is not occupied solely by the person and his family for at least 12 months following completion, the statute presumes the person did not intend the building solely for that occupancy, which defeats the exemption. G.S. 87-14(a)(1) requires an owner claiming the exemption to execute a verified affidavit attesting that they own the property, that they will personally superintend and manage all aspects of the construction and will not delegate that duty to anyone unlicensed, and that they will be personally present for all inspections required by the State Building Code unless a licensed architect sealed the plans. The inspector transmits that affidavit to the Licensing Board, and if the Board determines the exemption was not available the building permit is revoked under G.S. 160D-1115. The exemption removes the general contractor license requirement only. It does not exempt the work from permits or inspections, and G.S. 160D-1113 provides that when a permit is held by an owner exempt under 87-1(b)(2), no inspection may be conducted without the owner present unless an architect sealed the plans.
