Search Raleigh permit records
Raleigh's Permit and Development Portal (permitportal.raleighnc.gov redirects to the Tyler EnerGov Self Service site) holds permit records. The portal help page says "You do not need to register to search the available public records"; general search is reached from the "Guest" drop-down. The help page advises searching by street number and street name only, without the suffix. The city also publishes issued building permits and trade permits as open data (City of Raleigh ArcGIS layers "Building Permits" and "Permits Other Than Buildings"). Raleigh and Wake County use the same software but separate systems and accounts.

If the permit does not turn up
Older permits are often missing from online records, and a permit filed under a contractor's name will not surface in an address search that expects the owner. City of Raleigh Planning and Development Department (Permits - Residential; Planning and Development Customer Service Center) can check the paper file.
