Quick answer
Raleigh requires a mechanical permit to replace an HVAC system; its How to Get a Residential Permit chart lists "HVAC replacement" among projects that need a permit but no plans, and installing a new unit needs a plot plan or survey as well. North Carolina's $40,000 exemption does not reach this work, because G.S. 160D-1110(c)(3) keeps the permit requirement for any addition, replacement or change in design of heating or air-conditioning equipment. On the residential application, a like-for-like replacement (same type, same size or smaller, same location) skips the tier one site plan.

How to apply in Raleigh
In Raleigh, a residential HVAC (mechanical) permit application must identify the covered equipment and scope of work, since installing, altering, or replacing a heating or cooling system is regulated work that cannot start until the application is submitted and the permit issued. The equipment itself must be picked by a real sizing calculation rather than a rule of thumb.
What most HVAC permit applications include:
- For Raleigh, a mechanical permit is required before anyone may install, alter, repair, remove, convert, or replace a heating, ventilating, or air conditioning system regulated by the code, and the work may not begin until the application is submitted and the permit is issued (IRC R105.1).
- For Raleigh, the application identifies the specific equipment being installed, such as a furnace, heat pump, or air conditioner, since the unit must be installed according to its listing and the manufacturer's installation instructions (IRC M1401.1).
- For Raleigh, the proposed equipment location must leave the clearances needed to clean coils and replace filters, blowers, motors, and controls after installation (IRC M1401.2).
- For Raleigh, the application carries the equipment sizing basis: ACCA Manual J building loads and Manual S equipment selection, or another approved sizing method, not a rule of thumb (IRC M1401.3).
- For a split system, the work covered by the permit includes refrigerant suction line insulation, since the piping is inspected against that standard once installed (IRC M1411.6).

Inspections and closing out your permit
In Raleigh, mechanical work gets a rough in inspection after the ductwork, refrigerant lines, and gas piping are in but before they are covered or concealed, followed by a final inspection that confirms the equipment operates correctly and its clearances, combustion air, and condensate disposal are in place. A straight equipment changeout with no new ductwork commonly gets a single final inspection instead of a separate rough in trip.
- In Raleigh: rough inspection of the mechanical and gas systems must be made before the work is covered or concealed, before fixtures or appliances are set or installed, and before the framing inspection (IRC R109.1.2).
- In Raleigh: where a cooling coil is added to an existing warm air furnace, the rough in confirms the coil is not installed upstream of the heat exchanger unless the furnace is listed for it, and that the blower can handle the added static pressure (IRC M1411.2).
- In Raleigh: the rough in and final both confirm the appliance access opening and working space are large enough to service the unit (IRC M1305.1).
- In Raleigh: at final inspection, the inspector verifies the equipment has adequate combustion air, with openings kept clear for the distance the code requires (IRC M1402.3).
- In Raleigh: final inspection also checks that the condensate line drains to an approved point of disposal with the required slope and does not create a nuisance (IRC M1411.3).
- In Raleigh: for a straight equipment changeout with no new ductwork, many permit offices require only a single final inspection, while a new installation still gets a rough in inspection before the final (common local inspection practice).
Schedule each inspection in advance and pass the final before you use the work or close the permit. Request inspections through the Raleigh permit portal or by phone at 919-996-2500.

- Can a homeowner pull an HVAC permit themselves in Raleigh?
- Under North Carolina law (N.C. Gen. Stat. 87-1(a), 87-1(b)(2), 87-14(a)(1), 160D-1113, 160D-1115): A North Carolina homeowner may pull the permit and do the work. G.S. 87-1(a) reaches general contracting only where the cost of the undertaking is $40,000 or more, and G.S. 87-1(b)(2) then exempts a person who constructs or alters a building on land that person owns, provided the building is intended solely for occupancy by that person and his family after completion and the person complies with G.S. 87-14. There is no outright ban on selling, but there is a look-back that works like one: if the building is not occupied solely by the person and his family for at least 12 months following completion, the statute presumes the person did not intend the building solely for that occupancy, which defeats the exemption. G.S. 87-14(a)(1) requires an owner claiming the exemption to execute a verified affidavit attesting that they own the property, that they will personally superintend and manage all aspects of the construction and will not delegate that duty to anyone unlicensed, and that they will be personally present for all inspections required by the State Building Code unless a licensed architect sealed the plans. The inspector transmits that affidavit to the Licensing Board, and if the Board determines the exemption was not available the building permit is revoked under G.S. 160D-1115. The exemption removes the general contractor license requirement only. It does not exempt the work from permits or inspections, and G.S. 160D-1113 provides that when a permit is held by an owner exempt under 87-1(b)(2), no inspection may be conducted without the owner present unless an architect sealed the plans.
