What a pool permit costs in California
13 California jurisdictions we cover publish a fee figure for this work. Each line is quoted from that office's own schedule and linked to its citation. The figures are not comparable to one another: some are flat minimums, some a percentage of job value, some charged per fixture, so what you pay depends on which schedule applies and on your job's valuation.
No swimming pool line item appears in the Building Inspection Department Service Fee Schedule (Schedule A, effective July 1, 2024). A pool permit is priced from construction valuation on the Schedule A table, plus building plan review at '80% of the Building Permit fees, $140.00 minimum', plus a $20.00 single-permit processing fee or $30.00 for a combo permit, plus state Strong Motion (SMIP) fees of '$10 per $100,000 valuation' for residential work and CBSC fees of '$1 per $25,000 valuation and $1 minimum'.

The Building Valuation Data Supplement sets a "Swimming pool, lump sum of: $39,514.98" valuation, and the permit fee is computed from that valuation using the S-001 plan review and S-002 building permit tables, plus separate electrical and plumbing inspection fees with a $75.00 minimum each. Fee schedule adopted May 24, 2022, effective August 10, 2022.

There is no single pool price. The building portion is priced from the valuation-based Table 1-A Building Permit Fees plus the $41.35 permit issuance fee, and the Building Code Fee Schedule adds a separate charge of $137.95 for inspection of barriers for swimming pools, spas and hot tubs. The Electrical Code Fee Schedule charges $121.52 for a new private residential inground swimming pool including its complete system of branch circuit wiring, bonding, grounding, underwater lighting and pumping, and $81.78 for other pool types, therapeutic whirlpools, spas, hot tubs, and alterations to existing pools. The Plumbing Code Fee Schedule charges $24.47 for each swimming pool drainage trap and receptor. All schedules effective July 1, 2026.

County Code 16.0204(i)(1) sets flat fees effective July 1, 2026 for "Swimming pools accessory to single-family dwellings": $647.00 with a standard plan and $748.00 with other than a standard plan. Spas and/or hot tubs are $335.00 under 16.0204(i)(3). The ordinance states the pool fee "includes plan review fees as shown below and all inspection fees for all phases of the construction including permit issuance fees, electrical permit fees, mechanical permit fees, plumbing permit fees and solar energy permit fees." A $57.00 intake processing fee under 16.0204(h)(1) is applied to each swimming pool, spa or hot tub permit.
