What a plumbing permit costs in New York
4 New York jurisdictions we cover publish a fee figure for this work. Each line is quoted from that office's own schedule and linked to its citation. The figures are not comparable to one another: some are flat minimums, some a percentage of job value, some charged per fixture, so what you pay depends on which schedule applies and on your job's valuation.
Plumbing permit fee schedule: $50.00 application fee required for all applications, $100.00 plan review fee only if plans are required, $75.00 per reinspection. Fixture fees are $12.00 per fixture for one- or two-family residential, and $50.00 for the first fixture plus $20.00 per additional fixture for commercial and all other property. Underground piping is $60.00 for the first 100 linear feet of any pipe size, then $20.00 per additional 100 linear feet for pipe 6 inches or under and $55.00 per additional 100 linear feet for pipe over 6 inches.

Limited Alteration Application is the usual homeowner-scale route. Table 28-112.2 item 11 sets the one-, two- or three-family LAA minimum filing fee at $130.00, and DOB's "Limited Alteration Application (LAA) Fees and Penalties, Category 1 & 2 Filing, 1, 2, 3 Family Fees" chart prices it at $130.00 for any estimated job cost up to $5,000, rising by $2.60 per $1,000 above that ($143.00 at $9,001 to $10,000; $208.00 at $34,001 to $35,000). The matching 1 and 2 family penalty for filing after the fact starts at $780.00. Full plumbing alterations are filed as work type PL, priced on construction cost with a PW3 (DOB PW3 fee-structure sheet, Rev. 04/25).

The fee page states "Base fee for all plumbing permits $100 in addition to base plumbing permit fees as below." Line items include fixtures installed, removed or capped at $20.00 each residential (3 units or less) and $25.00 each commercial; backflow prevention devices $25.00 under 2 inches and $50.00 over 2 inches; water service renewal under 2 inches without street work $135.00; water main services within the property line of 3/4 inch to 2 inches $55.00 each; reinspection $100.00. The fee page carries the notice "Fees for licenses, building, electrical, and plumbing permits, as well as for certificates of occupancy, will change effective July 1, 2026."

Town Code 86-11N, as adopted by Local Law No. 93-2022 (effective 12-22-2022): a permit to install any new plumbing or drainage work is a minimum of $70, plus an additional $40 residential for each fixture over one; plumbing work started before the permit is issued is a minimum of $120 residential plus $60 for each fixture over one. Connecting a single fixture or replacing fixtures on an existing system is a minimum of $70 residential under 86-11P(1). Extending a vent stack is $75 residential (86-11O), a sewer permit to install or repair a house sewer is $125 plus $75 for the certificate of approval (86-11DD), and the certificate of approval of plumbing or drainage work is $100, payable when the plumbing permit is issued (86-11Q).
