Solar Permit rules nationwide, beyond Georgia.
Requirements and size thresholds for solar permits vary by locality. The table below compares what each Georgia county or city requires. Always confirm with the local office before starting.
Comparing states? See solar permit rules across every locality we cover.
The application steps and inspection sequence for solar permits come from the model code rather than from Georgia law, so they read the same wherever you build. We keep that walkthrough in one place: how a solar permit application and its inspections work, start to finish. What changes between Georgia jurisdictions is below: who requires a permit, what they charge, and which office you file with.

What a solar permit costs in Georgia
3 Georgia jurisdictions we cover publish a fee figure for this work. Each line is quoted from that office's own schedule and linked to its citation. The figures are not comparable to one another: some are flat minimums, some a percentage of job value, some charged per fixture, so what you pay depends on which schedule applies and on your job's valuation.
Fee follows the small residential construction cost table, $80 base for cost up to $15,000 rising by tier to $450 (or $6 per $1,000 above $75,001), plus a $15 technology fee; the solar application requires a cost estimate and no separate solar fee line exists, per the 2024 Fee Schedule effective 7/1/2024

Building Permit Application (revised 01/01/2025): "Total Minimum Fees $245 ($195 Minimum Permit Fee; $50 Certificate of Occupancy or Certificate of Completion). Some commercial projects require Fire Review & Inspection Fees ($100 Fire Life Safety Review; $100 Fire Site Review; $100 Fire Inspection). Please note that additional fees may apply depending on the type of permit being submitted." DeKalb does not currently publish a full building permit fee schedule online; the fee schedule address printed on the application form no longer resolves to any fee document. The accompanying electrical work is priced on the Electrical Permit Application (revised 07/09/2025), whose "Fee Schedule: MINIMUM FEE $120" line and per item service, panel change and sub feed charges cover a photovoltaic interconnection; there is no separate solar line item.

Planning and Development Fee Schedule, "Building Permit Fees (Effective July 1, 2024)", footer "Revised 05/23/2024". The schedule grants a discount rather than setting a separate solar price: "Green Building Credit [...] There will be a 5% Building Permit Fee reduction for the installation of the following: - Solar panel installations for nonresidential and residential buildings - EV charger unit installations for nonresidential and residential developments". The underlying permit is priced from the Other Building Permit Fees table, where "Minor Renovation Projects (valued less than $75,000) | Residential Renovation Permit | $125".

Hire it out
Before you sign, ask the contractor:
- Who pulls the permit, you or me, and is the permit fee included in the bid?
- Which inspections will this job need, and who meets the inspector on site?
- Is your Georgia State Licensing Board for Residential and Commercial General Contractors license active, and under which business name? Verify it on sos.ga.gov.
Georgia's owner-builder rule (O.C.G.A. 43-41-17(h); O.C.G.A. 43-14-13(d); O.C.G.A. 43-14-14) sets what you may do on your own home without hiring anyone. Read the statute.
