Requirements and size thresholds for roof replacement permits vary by locality. The table below compares what each Georgia county or city requires. Always confirm with the local office before starting.

The application steps and inspection sequence for roof replacement permits come from the model code rather than from Georgia law, so they read the same wherever you build. We keep that walkthrough in one place: how a roof replacement permit application and its inspections work, start to finish. What changes between Georgia jurisdictions is below: who requires a permit, what they charge, and which office you file with.

What a roof replacement permit costs in Georgia

3 Georgia jurisdictions we cover publish a fee figure for this work. Each line is quoted from that office's own schedule and linked to its citation. The figures are not comparable to one another: some are flat minimums, some a percentage of job value, some charged per fixture, so what you pay depends on which schedule applies and on your job's valuation.

Cobb County

Fee follows the small residential construction cost table, $80 base for cost up to $15,000 rising by tier to $450 (or $6 per $1,000 above $75,001), plus a $15 technology fee; re-roofs have no separate residential fee line, per the 2024 Fee Schedule effective 7/1/2024

DeKalb County

Building Permit Application (revised 01/01/2025): "Total Minimum Fees $245 ($195 Minimum Permit Fee; $50 Certificate of Occupancy or Certificate of Completion). Some commercial projects require Fire Review & Inspection Fees ($100 Fire Life Safety Review; $100 Fire Site Review; $100 Fire Inspection). Please note that additional fees may apply depending on the type of permit being submitted." DeKalb does not currently publish a full building permit fee schedule online; the fee schedule address printed on the application form no longer resolves to any fee document.

Gwinnett County

Planning and Development Fee Schedule, "Building Permit Fees (Effective July 1, 2024)", footer "Revised 05/23/2024". "Other Building Permit Fees: Minor Renovation Projects (valued less than $75,000) | Residential Renovation Permit | $125" and "Extensive Renovation Projects (valued at $75,000 or greater) | Extensive Renovation Permit | $4 per $1,000 of construction value". The schedule also states "Building permit fees include Plan Review and Building Inspections" and prices reinspections at "First Follow-up Inspection $0", "Second Follow-up Inspection $50", "Third and each Subsequent Follow-up Inspection $100", with "Penalty for Construction Prior to Issuance of Permit 100% of the Permit Fee". A residential re-roof valued under $75,000 therefore falls in the $125 Residential Renovation Permit band. Caution on figures: the department's older undated handout "Regulatory Requirements for Residential Permits" still prices this work at "$0.006 x Value of Construction" and the 2012-era step sheets at "$6 per $1,000 of estimated construction cost (minimum fee is $30)", both of which predate the July 1, 2024 schedule. Confirm the current amount with the Permits Section at 678-518-6020 before budgeting.
