Planning and Development Services Fee Schedule, Effective June 1, 2026, Resolution No. 26 - 151, Residential Construction: "Fence, Residential Lot $50.00 each"; "Fence, Swimming Pool Barrier $50.00"; "Fence, Perimeter Screening Fence $150.00 - Plus $10.00 per lot of location"; "Fence, Subdivision Screening Wall $150.00 - Plus $10.00 per lot of location". The same schedule adds "Penalty for Work Without a Permit (in addition to the permit fee charged) Equal to the permit fee."

The FY 2026 Development Fee Schedule (Rev. October 1, 2025, effective October 1, 2025 through September 30, 2026) publishes no fence line item. A permitted fence is billed as residential construction: Building Permit $0.461 per square foot with a $146.41 minimum, plus Plan Review at $0.146 per square foot, and fees marked with an asterisk carry a 4.5% surcharge. Separately, Sec. 14-1361 of the codified fee schedule charges $1,490.72 for a Board of Adjustment application "including fence exception application" plus a $250.00 public notice surcharge if applicable.

FY 2026 Schedule C Departmental Fee List, Planning & Inspections, Building Permits: "building /fences" is "$110 plus applicable technology fee," and "Building/electrical fence" is "$152 plus applicable technology fee." The technology fee is tiered by transaction size ($3.00 on a $5 to $100 fee, $6.00 on $101 to $500). El Paso fiscal year 2026 began September 1, 2025, and the department's page states "Effective September 1st 2025, the fees listed below will be applied."

The Development Fee Schedule publishes no residential fence line item. Every permit carries the Table 1-B fees: "Permit Application Fee, Applicable to All Permit Types, Excluding Signs: $31.50" and "Technology Fee applicable to all applications/permits: $16.87," per Ordinance No. 27191-09-2024, effective October 1, 2024. Table No. 1-A, the valuation-based table that starts at $96.84 for $0 to $2,000, is designated by Administrative Code Section 109.2.1 for non-residential items that have no square footage (fences, swimming pools, retaining walls).
