What an HVAC permit costs in New York

Heating permit application: $50.00 application fee, plus a $100.00 plan review fee if plans are required, plus a per-device permit fee. Published device fees include furnace, condensing unit or PTAC 0 to 140k BTU $100.00; packaged RTU or air heat pump 15 tons and less $125.00 and more than 15 tons $200.00; water sourced heat pumps 5 tons and less $100.00; boilers 500,000 BTU and less $100.00; boiler or burner replacement 500,000 to 1M BTU $150.00 and more than 1M $250.00; radiant heat, flooring or patio $100.00; fireplaces and gas inserts $95.00; radiant IR heating $95.00.

Otherwise the work is a Mechanical System (MS) alteration priced on construction cost per DOB's PW3 fee-structure sheet (Rev. 04/25). Table 28-112.2 item 17, "Permit to install or alter service equipment except plumbing and fire suppression piping service equipment," is a "Filing fee calculated as for respective building alteration" with a $130.00 renewal, and item 18, "Permit to install, alter or replace oil-burning equipment, gas or electric heating or any other energy source equipment," is $130.00 per type, device or equipment.

The associated electrical inspection is charged separately under Equipment and System Inspection Fees: "Air-conditioning or heat pump" $100.00. The fee page carries the notice "Fees for licenses, building, electrical, and plumbing permits, as well as for certificates of occupancy, will change effective July 1, 2026."

Town Code 86-11I(2), as adopted by Local Law No. 93-2022 (adopted 12-6-2022, effective 12-22-2022) and not changed by the 2024 amendment: $300 for an estimated cost of up to $1,000, plus $15 for each additional $1,000 or part thereof of estimated cost, with no separate fee where the system is part of a new building or an alteration for which a permit has already been issued. Where the work is heating rather than cooling, a separate plumbing permit filed by a Town licensed master plumber also applies.
