Building permits in Polk County, Florida

What needs a permit, and what doesn’t

Polk County’s own list of examples opens broadly: “Construction or demolition of any building or structure regardless of size” requires a permit, and pre-manufactured storage buildings are named directly. The one shed exemption Polk publishes is narrow: a prefabricated, reach-in-only storage structure capped at 5 ft mean height, 50 sq ft area and 250 cubic ft, with no electrical or plumbing; anything bigger, or anything you can walk into, needs a permit. Florida’s HB 803 exemption may still apply: the county must waive the building permit for work under $7,500 on a single-family home once you file a written exemption request, unless the job is electrical, plumbing, structural, mechanical, or gas work or the property sits in a flood hazard area. A patio’s trigger is about placement rather than size: a concrete slab counts once it sits adjacent to a structure, is built to support one, or is elevated, and pavers count once they fall inside the required setbacks or next to a structure; a carport or similar rigid-roof structure needs its own permit too.

How the Access Portal works

Both permits run through the Access Portal, an Accela Citizen Access site the Building Division says lets a customer apply for permits, view status, pay fees, schedule inspections, and search records by address, owner, contractor or parcel number. Contractor licensing forms include a State Certified Registration Form and a State Registered and County License Registration Form. Residential customers can also walk a permit through in person at the County Administration Building in Bartow using the same portal on lobby kiosks; a separate cap limits owner-builder applicants seen by staff to eight a day, and customers may walk through up to three permits with or without plans during the 8 a.m. to noon hours.

The fee, worked for a shed and for a patio

Polk prices both jobs the same way: the Building Permit fee table charges $85.00 for any residential valuation up to $12,000; a patio’s slab or pavers are billed under that same tier. The Minimum Valuation Data Table applies only when the amount on the application is below the minimum and there is no signed contract; on that table, sheds are listed at $27.68 per square foot under roof. The schedule also lists a re-inspection fee of $35.00.

Booking inspections

Once Polk issues either permit, its Inspections page lets a contractor or homeowner schedule by text at (833) 856-0117: text SCHEDULE with the permit number, inspection code and preferred date, or text RESULTS to check an outcome. For a prefabricated shed, the inspections page’s virtual inspection types list “Slab (up to 500 sq. ft.)” and “Building Final,” with one required-photographs list for the category. It lists no inspections under the word “patio.” Listed inspection types, including the shed’s, can be done virtually through VuSpex.

What Polk County does not publish

Our Polk rows carry no processing time for a Shed Permit or a Patio Permit, and none of these documents publish a day-count target for plan review on a submitted, non-walk-through application. Polk’s permitting page says a recorded Notice of Commencement may be required before inspections start, without stating a dollar threshold. If Polk publishes a turnaround figure elsewhere, it was not in the documents this section draws from.
