Do you need a building permit in Kentucky?

Usually yes, but not from Kentucky itself: permits are issued by the city or county, not the state, so the rule that governs your project is the one your own jurisdiction publishes. 13 of those local rules require a permit outright, 10 depend on a size or scope condition the office publishes, and 1 needs none. Kentucky sets the building code those local rules derive from; your city or county sets the threshold and the fee.

Do Kentucky jurisdictions agree?

Every row below is a measurement at least two Kentucky jurisdictions publish, compared against each other. This is the question a statewide answer cannot settle, because the number that governs your project is the one your own city or county publishes.

Building without a permit in Kentucky

Anyone who violates the Uniform State Building Code or the Uniform State Residential Code, or any order issued under them, faces a fine of $10 to $1,000, and each day the violation continues is a separate offense. For a single-family home, though, state law does not itself require a building permit: permits, inspections and certificates of occupancy are mandatory only where the local government has passed an ordinance or set up a building inspection program (KRS 198B.060(1) and (8)).
