Do you need a building permit in Rhode Island?

Usually yes, but not from Rhode Island itself: permits are issued by the city or county, not the state, so the rule that governs your project is the one your own jurisdiction publishes. 7 of those local rules require a permit outright, 6 depend on a size or scope condition the office publishes, and 0 need none. Rhode Island sets the building code those local rules derive from; your city or county sets the threshold and the fee.

Building without a permit in Rhode Island

Rhode Island has one statewide building code, and its penalty applies everywhere in the state: every person who violates any provision of the code can be punished by up to one year in the Adult Correctional Institutions, a fine of up to $500, or both, for each violation, and each day any part of a violation continues is a separate offense (23-27.3-122.3). The state code makes it unlawful to build, enlarge, alter, remove or demolish a building, or to install or alter regulated equipment, without first applying to the local building official and obtaining the permit (23-27.3-113.1).

What each Rhode Island jurisdiction publishes

One line per jurisdiction, written from its own rules rather than from a state summary. This is the section that used to be a list of links, and the states with the fewest jurisdictions to compare are the ones it says the most about.
