How water heater permits work, start to finish

Replacing a residential water heater needs a permit before work starts, because swapping the appliance counts as installing regulated plumbing and fuel gas work, not an exempt repair. The application itself stays light: it identifies the work and its location, and most offices only ask for extra fuel or capacity details when the replacement changes fuel type or input size.

  • A permit must be obtained before an owner or contractor installs, alters, or replaces any plumbing, fuel gas, or electrical system regulated by the code, which covers putting in a new water heater (IRC R105.1).
  • Water heater replacement is not on the code's short list of exempt plumbing work, and replacing defective piping with new material is expressly defined as new work that needs a permit and inspection (IRC R105.2).
  • The application itself only has to identify and describe the work and describe the location of the building or work, which is why most offices can process a water heater permit as a short form rather than a full plan set (IRC R105.3).
  • Once a complete application is on file, the building official must act on it and issue the permit as soon as practicable if the proposed work conforms to code, which is the basis for the same-day or next-business-day turnaround many permit offices offer for a straight swap (IRC R105.3.1).
  • The permit only stays valid if the work starts within the code's default window before it lapses, so scheduling the replacement and its inspection soon after the permit issues matters (IRC R105.5).

Inspections and close-out

A water heater swap normally draws one inspection, a final, since the work is exposed rather than buried behind new framing. That single visit confirms the relief valve and its discharge pipe, thermal expansion control and seismic strapping where the installation requires them, and, on gas units, adequate combustion air and an approved vent connection.

  1. The lifecycle has one required visit, the final inspection, made after the permitted work is complete and before the water heater goes into service; because a straight swap conceals nothing behind framing, offices typically do not schedule a separate rough-in visit for it (IRC R109.1.6).
  2. The inspector confirms the water heater is protected by either a separate pressure relief valve and temperature relief valve, or one combination valve rated for the appliance (IRC P2804.1).
  3. The relief valve's discharge pipe is checked for an unobstructed, un-trapped gravity path that ends through an air gap no more than 6 inches above the floor or pan, since a wrong discharge pipe is one of the most common reasons a water heater fails inspection (IRC P2804.6.1).
  4. Where the water heater feeds a closed system, for instance behind a backflow preventer or check valve, the inspector looks for a thermal expansion control device sized to absorb the resulting pressure increase (IRC P2903.4.2).
  5. On a gas-fired unit, the inspector verifies the space provides enough combustion air, sized at 50 cubic feet per 1,000 Btu per hour of the appliance's input rating unless an engineered alternative method is used (IRC G2407.5.1).
  6. The gas unit's vent must tie into an approved venting system, which the inspector checks along with the vent's physical connections and support (IRC G2427.1, G2427.2).
  7. Where site conditions call for them, the inspector also checks for a drain pan under a tank whose leakage would cause damage, and for seismic strapping in the upper and lower thirds of the tank in the seismic design categories and townhouse conditions where the code requires it (IRC P2801.6; P2801.8).
